Cesar was born in East Los Angeles. He attended Roosevelt High School, in L.A., his freshman and sophomore years. He moved to Phoenix in 1998 and soon enrolled in one of the Leona Groups sister schools. He graduated from West Phoenix High School in 2001. He then went on to earn an associates degree in criminal justice and an associates degree in crime scene processing. His goal is to finish his bachelors degree in criminal justice and work for the department of public safety.
